The riverboat casino was approved by the state of Louisiana in 1991, making it the fourth state in the country to approve that casino type.

Currently, the rules set in place by the state for slot machine payback percentages in Louisiana at all non-Native American casinos require that they must pay back a minimum of 80%, up to a maximum of 99.9%. The law also requires that non-casinos locations with video gaming machines, such as truck stops, have a minimum return of at least 80% and a maximum return to players of 94%.
