Types of Casinos in New Hampshire

Casinos in New Hampshire differ from casinos elsewhere in the U.S. as they operate under the state’s charitable gaming laws and it is the only state in the country where the casino industry operates in this manner.

The state allows a maximum of 18 licensed charitable casinos. Each casino pays 35% of its gross gaming revenues to local charities and pays 10% of gross gaming revenues to the New Hampshire Lottery’s education fund. Charitable groups must be registered with the New Hampshire Secretary of State and the New Hampshire Charitable Trust Division of the Attorney General’s office for at least two years to run charitable gaming events.

All charitable gaming facilities can offer table games, such as blackjack, craps and roulette. Single bets on table games are limited to $50.

Poker is also available, with no bet limit, but there is a cap on buy-ins. It was originally $150, but later raised to $2,500 per game in 2021.

There are no casinos in New Hampshire with traditional slot machines because they are illegal. Originally, New Hampshire casinos could only offer historical horse racing machines, which look like traditional slot machines, but operate differently because the results are based on past horse races, rather than a random number generator (RNG). 

However, on July 1, 2025 a law went into effect allowing HHR machines to be replaced by video lottery terminals (VLTs).  There is no limit to the number of VLTs a casino can have and the VLTs act in a manner similar to traditional slot machines. It is expected that all casinos will eventually convert their HHR machines to VLTs because they offer a bigger variety of titles and more recognized brands of game manufacturers.

The minimum gambling age in New Hampshire is 21 for casino games and poker, but only 18 for the lottery and bingo. Please note that New Hampshire gaming regulations do not allow casinos to provide free alcoholic beverages.

Gaming Machine Payouts in New Hampshire

The Video Lottery Terminal law in New Hampshire requires casinos to program their machines to have a “minimum average daily aggregate payback of 80 percent.”
